Using Specific Plans to Create Great Communities
Local governments can use specific plans as tools to plan for needed revitalization and change in existing neighborhoods and in new development areas. Specific plans can help create great communities by providing detailed planning and design guidance, and by focusing attention on specific development areas. They can jumpstart new development in depressed areas and ensure the public gets the quality it desires in any new development.
Receive an overview of specific plan preparation, with an emphasis on balancing planning, design and financial considerations. Course instructors include a planner/urban designer and a real estate economist, who will give you an understanding of how land use, design and market issues interact in specific plan development.

- Market studies to determine appropriate uses
- Design guidelines
- Community involvement
- CEQA review
- Fiscal impact analysis
- Plan implementation
- Financing techniques
You will also learn how to scope and budget a project, hire consulting assistance if necessary, and finish the project on schedule and on budget.

This is an online, remote learning course, which consists of content and curriculum that is taught with pre-recorded and real time lectures, in addition to real-time lecture/Q&A sessions with the instructors. Pre-recorded lectures and live sessions are accessed via our Canvas learning system and Zoom.
This course is open February 8 - February 10, with a live session on February 10, 9:30AM-12:00PM PT.
Attendance of the live session is mandatory to receive credit for this course.
We allow registration through the 12:00 PM PST (noon) on the first day of the course. We cannot extend course access beyond 11:59 PM on 2/10, so students pursuing a late enrollment acknowledge that they will have less time to complete the materials.
