Achievement of a sustainable balance between energy consumption, energy resources and limiting green-house gas emissions has become a critical component for energy planning at the regional, national and international levels. In order to estimate energy requirements, regional planners must define the population growth, per capita consumption and applicable conservation. They must also determine the technical capacity for energy supply while reducing or eliminating green-house gas emissions from the respective energy resources. Energy resource plans for the state of California covering the period 2020 to 2050 will be defined and evaluated.
