Course Format and Pacing
This is an online remote learning course delivered through UC Davis CPE’s learning management system, Canvas, with supplemental live sessions hosted on Zoom. The course consists of approximately 6.5 hours of content, combining pre-recorded lectures with a mandatory live Zoom session led by the instructor(s).

Instructors

Garrett Colli

Garrett Colli is partner at Perkins Coie. He focuses on coordinating land use entitlements and environmental compliance for residential, commercial, industrial, and renewable energy projects. Garrett also has experience negotiating purchase and sale agreements, leases, easements, and related transactional documents in support of development projects. Garrett regularly advises clients regarding California Environmental Quality Act (CEQA) compliance, and is experienced in securing approvals under the Subdivision Map Act, the Clean Water Act, the Federal Land Policy Management Act, and the California Surface Mining and Reclamation Act.

Daniel Cucchi

is a partner at Avdis & Cucchi, LLP. His practice areas include land use, CEQA, municipal law and real estate. Mr. Cucchi represents both private clients and public agencies in matters relating to land use entitlements, planning and zoning laws, CEQA, the Subdivision Map Act, real estate and litigation. He has also been a speaker at both national and state conferences for various CEQA and land use practitioner organizations, speaking on topics including land use, CEQA, climate change issues and improving the agency/public communication process. Mr. Cucchi instructs multiple classes on California laws affecting land use, planning, environmental compliance and housing.

Matthew Gray

Matthew Gray, J.D., is a partner with Perkins Coie's Environment, Energy & Resources practice and focuses his practice on land use entitlement processing and litigation. He represents a range of local agencies, real estate developers and landowners in all stages of the land use entitlement and development process. He litigates land use matters in the state and federal courts and regularly defends landowners in eminent domain litigation. Gray has also worked on a wide variety of significant land use projects throughout California, including large urban redevelopment projects, mixed-use waterfront developments and master-planned residential communities.
