Review current federal laws, regulations, policies and practices concerning threatened and endangered wildlife and plants. Gain practical advice for resolving endangered species conflicts with proposed projects. Examine key aspects of the federal Endangered Species Act and agency policies and guidelines on:

Section 4(d) rules
Section 7 consultation and biological assessments
Section 10(a) incidental take permits
Habitat Conservation Plans (HCPs)
Safe Harbor policies
No Surprise policies

Also examine the most recent case law and policies regarding California's implementation of the Endangered Species Act, including:

Section 2081 incidental take permits
The California Native Plant Protection Act
Endangered species provisions of CEQA
The Natural Community Conservation Planning Act

Course Format and Pacing
This is an online remote learning course delivered through UC Davis CPE’s learning management system, Canvas, with supplemental live sessions hosted on Zoom. The course consists of approximately 6.5 hours of content, combining pre-recorded lectures with a mandatory live Zoom session led by the instructor(s).

Instructors

Scott Fleury

Scott Fleury is a senior conservation biologist with 30 years of experience. He is the leader of ICF’s habitat conservation planning practice in Southern California, and specializes in regional- scale programmatic approaches to species conservation and regulatory permitting. Scott consistently provides science-based species conservation and mitigation strategies on a range of project types, including Habitat Conservation Plans, Natural Community Conservation Plans, Regional Conservation Investment Strategies, advance mitigation strategies, as well as implementation programs for these regional conservation efforts.

Bruce Johnson

Bruce Johnson Bruce Johnson, PhD, is a Senior Conservation Planner with ICF. He possesses extensive experience with Endangered Species Act listed species issues, Habitat Conservation Plans (HCPs), NEPA documentation, land cover mapping at small and large scales, remote sensing interpretation, and GIS. Dr. Johnson possesses expert knowledge in soil mapping/classification and hydric soil identification. He has managed diverse projects, environmental studies, and soils investigations throughout the United States and internationally.

Lily Sweikert, PhD, MESc

Lily Sweikert, PhD, MESc Lily Sweikert, PhD, MESc, is a Senior Conservation Biologist with ICF. She has over 17 years of experience advancing biodiversity conservation in developing contexts and on working lands around the globe. All of her projects are interdisciplinary and involve working collaboratively with diverse stakeholders to develop solutions in the common interest that protect the ecosystems upon which we all depend.
