Planning in California: An Overview
Learn the concepts, structures and processes of land use planning and development decisions. This four-day course delivers an overview of general plans, zoning ordinances, subdivision regulation, permit processes, property rights, environmental review, public finance, natural resources and urban design. The instructor and guest presenters place these topics in wider contexts, valuable for both experienced planners who need a review and others who want solid introductions.
By the end of the course, the participants will:
- Understand the basic legal tools of land use planning and decision making
- Be able to apply those tools to specific problems facing California communities
- Understand the connections among land use, public finance and governance
- Demonstrate insight into how public policies affect land uses

This is an online, remote learning course, which consists of 40 hours of content and curriculum that is taught with pre-recorded lectures as well as at least one mandatory live Zoom session with the instructor(s). Pre-recorded lectures and live sessions are accessed via our Canvas learning system and Zoom. This course is the same length as a standard 5 day, in-person course, please be sure to plan your schedule accordingly.
This course is open January 17 – February 16, 2024, with live sessions on January 18 8:30AM-12:00PM PT, January 25 9:00-11:00AM PT, February 1 8:30AM-12:00PM PT, February 8 9:00-11:00AM PT, and February 15 8:30AM-12:00PM PT.
Attendance of the live sessions is mandatory to receive credit for this course.
We allow registration through the 12:00 PM PST (noon) on the first day of the course. We cannot extend course access beyond 11:59 PM on 2/16, so students pursuing a late enrollment acknowledge that they will have less time to complete the materials. Please contact the course representative with any questions.
